I’ve been using stealth eBay and PayPal accounts for 2 decades. While eBay changed significantly with the introduction of managed payments and basically killed stealth, PayPal appeared to allow more flexibility until recently.
Based on several recent experiences, it now seems that PayPal runs immediate checks on name, address, and date of birth at account creation. If the details don’t match their records, the account is quickly restricted for ID verification before you even get the chance to add and verify a bank account or card.
What’s more concerning is that I’ve also seen this happen to an older, well-established PayPal account. The previous document upload process no longer appears to work as it once did. Although the interface says “Upload ID,” it now redirects to a mobile QR process involving facial and ID scanning - and that’s where stealth effectively ends.
I’m now seriously concerned about my other old, well-established PayPal accounts, as it seems that even these can now be flagged at random with sudden “Help us with a quick account review” requests, which may result in permanent restrictions.
These accounts have had linked bank accounts and cards for years, with regular withdrawals and only minimal balances held. Despite this history, the speed and nature of these review requests makes it feel as though long-standing accounts may no longer be protected from sudden verification action.
Has anyone else noticed these changes or experienced similar restrictions recently?

I’ve created several accounts purely for making purchases and checkouts, with no selling activity or receipt of payments involved. Over the past month or so however, my experience has been that creating even such basic accounts is triggering immediate ID checks - before a payment card is even added.
This feels like a notable change compared to how things worked previously. Has anyone else noticed similar behaviour recently?

Providing photo ID and address proof is now part of the standard business account opening process.
If it's a personal account that is getting limited on creation then it's most likely due to device linking.
Any live selfie ID verification cannot be beaten with stealth documents but they only request this under certain circumstances. It is still possible to submit stealth documents that pass under manual review.

The issue is that the upload link takes you straight to live verification and doesn’t offer any option for a manual upload.

Try messaging support. Tell them you cant get the QR code to work. Ask if you can send a copy of your ID to them.

Could I message them to request a manual document upload instead? That said, I’m concerned this might itself look suspicious nowadays, given that most financial institutions rely on live ID verification software.

Not one has been hit with that limitation.

One obvious question in particular would be the IP. Interested to know if you are hiding behind certain types of anti-detection software (like Multilogin, for example), or simply changing your service‑provider IPs and using separate Windows accounts (classic stealth routine). I know anti‑detection must evolve just like PayPal’s detection ability improves.

| Incorrect. All my accounts are true stealth accounts. The people do not exist.
If you are creating multiple accounts on one device, then use that as a starting point.

Going back to the ID issue. Let's say I message them and they agree on a manual upload. Would you recommend a passport or driver’s license? The reason I’m asking is that I’m not sure if PayPal does KYC checks on DLs like eBay.

I checked and my account is fine, card added and received payment.
It's easy to jump to conclusions with Ebay and PP after numerous unsuccessful attempts to make accounts

After two decades of using PayPal stealth, I'm not coming to conclusions, just stating my observations. Unfortunately, there is now no way of circumventing the live ID verification introduced in the last 2 years. Make no mistake — this will inevitably happen to newer accounts, regardless of any assurances given by those who sell them, sometimes straight away and sometimes after receiving a payment. The only constructive thing that I have read from two supposedly EXECUTIVE VIPS on here is to perhaps contact PayPal, pretend I don’t know how to scan a barcode, and request to upload ID manually. I shall try this and will report here, as the purpose of this forum and of posting here should be to help each other.

They can still do automated calls and request document uploads...

I had one account perm closed 2 times and still got it open, now it's working fine.
I am an expert at what I do and know exactly what to say, now I'm receiving 5 figures a month with no issues as goods and services.
