Are you in possesion of a NL Passport?
cause there are many banks that you can sign up for that provide dutch IBAN.
abn, ing, triodos, knab, rabo, revolut, bunq,
im not sure if etsy NL accepts bank accounts from other countries, you can try to set up a N26 account. they provide DE IBAN, its easy to set up and you can have 10 ibans with pro account.

I’ll test whether a German (DE) bank account works properly for Etsy Netherlands. If it does, then bank accounts from other EU countries should also work—similar to how it functions with PayPal or eBay.
I’ll report back once I have the results.
