Can you still use paypal after 180 day hold?

So after your 180 day hold.. are you ever able to use the paypal account again?
or basically you're done with paypal forever.

meaning that even after you provide all the details to remove the limit on the account.. you get denied on your appeal.. has any1 been able to get some type of second appeal after the 180 day hold.. was just curious..question just came out wrong
