Default Old accounts still usuable?

I have a number of really old pre year 2000 accounts that I owed small amounts of money on. About 10 dollars or less which are now "on hold for non payment." But when I check the invoice it says $0.00. I can't sell anything until I've paid this amount. Has anyone successfully reopened their accounts for selling simply by entering in a CC# and bank account?

I'd be curious to know if paying the balance would reactivate them or else ebay will then demand tons of personal information and in the end after waiting forever decide not reactivate the account.

If you let them go inactive without paying then I assume the accounts weren't worth it for their feedback, right?

Well at the time no. I could sell stuff back then regardless of whether I had feedback or not and all you needed was an email to open a new ebay account to start selling. You could still sell with these accounts even after ebay starting asking for CC#s. It makes you wonder if these accounts are still capable of such. I would created a hundred if I had any foresight.
