hi yes. as long as the address is different, that is my experience.
I got suspended in UK, opened in US with same name, dob etc. no problem at all, went strong for 2 years, until i made a mistake - linked UK paypal to US ebay.
Even in this case, what killed me is not the linking, but because I traveled to Asia and the UK paypal doesn't like it, when i called to explain, they did a manual check and found out i never logged in from UK.
If you were suspended on eBay US, can you open (non stealth) on eBay UK?
