Is anyone eles... ebay blocking listing unless I ship internationly via US hub

ok I went to list a few items but ebay puts up the flag do you want to ship internationally to a US hub,,,, NO,,, so I hit the no thanks LINK... nothing it dont work... all the links work except for the one that says No thanks.... I cant list unless I click the ok button is any one eles seeing this pop and having this problem also

I click NO and still list OK
