HA! Given Powerseller/Top Rated on banned account

So my brothers old ebay account was suspended and he was using my paypal.

I called ebay to raise limits like an idiot a while back and the guy praised my selling performance but said no and gave me a MC604 FPA after the call
He told me to call paypal to unban but i told him paypal is banned because of ebay he said no. So they're messing me about.

I can buy on this account but can't list and this past week i've been awarded powerseller and top seller rating for two months of work and 100% positive feedback and 5* ratings all round.

pity i can't do anything but start again.

My original account has banned for suspicious activity. I called ebay who blamed paypal. Then called paypal who blamed ebay. Both advised me to create a new account.

They let you open a new account with your originial details?
