Hi Everybody have years old accounts need advice

Hi,I am glad to have found this forum.
Will post on main forum but basically trying to find out if i can use relatives (mum/stepdad) ebay/paypal accounts they never used ebay i set them up about 10 years ago as back ups but different surname to mine and no longer access to bank accounts used.

long story tried to search on here but just confusing myself,which isn`t hard.
