You may not want to wait but if you received funds via Ebay then ship quick with tracking and your funds will be released within 3 days of the item arriving to customer. If you received money from another PayPal then same applies as above.
And No, there's no special magic trick or special code word to speed it up.

noo. someone paid me through normal payment. and it went into pending balance and said im selling things in paypal and have to wait 21 days to release the payments
even someone send me in gift payments it straight went into normal payment and need to wait 21 days.
i did not sell anything, and it says because my first time selling stuff.
it says i have to complete 60days without any dispute, claims. and after that every normal payment does not have to wait 21 days, so in this 60days every normal payment i receive will need to wait 21 days.
Im afraid theres nothing you can do to speed things up, it is what it is, sadly. Its because the account is new, and has not yet built up trust with paypal.
As has been said, if its goods you have provided, upload tracking information and this may help to reduce the 21 day hold, although its not guaranteed

If the payment is truly from a 'friend' I would suggest using a different form of payment in future
Paypal is the last place i'd want to accept money from a 'friend'

just hoping that i can use the USA paypal to transfer funds as friends and family to my actual account
The question is, why are you transferring money from friends and family?
So why are you now interested in opening a US Paypal, I'm gonna guess that you don't plan to withdraw the funds to a bank account, but most likely you plan to keep moving funds between paypals.
