Do/can ebay track me by reusing my own photo taken pictures I may have had on an old suspended account?

yes , pictures use mata tags, so can be identified even if you change the visual look.

you should use a program like Jstip before you upload but I would never upload old ones from an old account to a new one, I would always use new ones on a new account , pain in the xxxx I know but.......

Yes you definately need to use new photo's with new lighting, background, time of day, then use a pic data clearer such as exif clearer to make sure nothing remains that can link back to the old account.
