selling a car that was listed on a stealth account in past

I am trying to sell a car which i tried to sell 2yrs ago on ebay and around this period my acct was suspended for low dsr. If i try to list it on my new account with same vin#, is there possibility i will be tracked down?

Yes. Ebay tracks everything. They are aholes. Request interested buyers to provide phone number for the V.I.N Don't post your old number connected from an other ebay ccount in ebay messenger.

I would create a new account to sell this car on. Once its sold, just leave it alone.

For most cash on collection items I use brand new accounts. There is too much that go go wrong to risk an account.

eBay can definitely link accounts based on VIN number. I've heard stories from friends who've had stealth accounts taken down after listing similarly to what you are doing
