new debit cards with new banks?

If you need to have new bank information for every new account you create plus a new card couldn't you just get a different debit card from every bank you join and not have to buy any prepaid cards?

you can get a certain bank and you can issue yourself unlimited account numbers. can't remember the bank name, but I saw it around somewhere.
