Most stores around here won't let me buy gift cards with gift cards. I usually just go cash them out during regular shopping trips. Sam's Club has been selling $20 five packs with a single $4.95 fee on them so I lose very little money. Some things I use them for the charge drops off and the card stays the original amount, so it's a win-win.
