"Fresh" IP's are highly overrated. Unless you have a BUSINESS account with your ISP, your IP changes regularly. I notice mine changes without ANY input or change from me automatically about once a month. I use Time Warner Cable. I'm not familiar with the UK, but I'm fairly certain IP's work the same way worldwide. Someone feel free to correct me if I'm wrong.
Anyways, neither Amazon NOR eBay relies solely on IP to track or identify you. Because if they banned EVERY user who had an IP that was once used by a banned user, they'd be banning innocent sellers all the time. IP's are CONSTANTLY recycled by ISPs. What's most important is that whatever IP service you choose to use, if you go the VPN route, is that the IP is DEDICATED. What this means is that you are the ONLY user who is assigned this IP for as long as you are a customer. As long as there are NO other users on the same IP, your risk of getting banned based on the IP is near 0. Also, if you are going to get banned on the IP, it won't take more than 2-3 days for them to do it, so it's not like you're going to be losing much if you do happen to get an IP they don't like for some reason.
Before someone mouths off, I will add this detail: I have tested this using various inexpensive VPN's, and can confirm it works. I'm not going to give company names, because I rather like my tiny reliable VPN services, but I will tell you do look past page 5 or so on Google. The smaller the company, the better the service (GENERALLY!)
