Opening a new user account on Windows

If i open a new user account on my windows 7 and use a mifi dongle so i get a new IP address just for that account ...is it true, i dont need to remove cookies or change the IP address on my virgin broadband on my old account ..So i can use them as virtual separate computers

Correct. The cookies will be separated by user accounts, and the IP will be separated by the fact you use 2 different ISPs.
That would suffice for ebay/paypal use.
