What countries can i sign up for paypal with entropay UK card
is it any European country ?

I have never seen anything about restrictions to apply from any country, although in practice, they may not allow certain locations.

Whenever I login from around the world, the site is always in English even on a foreign browser, so do not think there are specific country sites.

Never managed to make it work for Italian PayPal.

Depends if you intend to just confirm the Paypal account with the card or withdraw to it. Lithuania doesn't work with Entropay in my experience, and perhaps Romania too if I remember correctly
