Problem with limited paypal account - withdraw after 45 days or not?

Today morning I had very bad experience with Paypal customer service!
I called them in Ireland because 5 days ago I received from them e-mail that I can withdraw money from my limited paypal account which has been limited for more than 45 days already. The reason of the call was that I cannot add a credit card - it gave me a error message "Sorry, we can't add this card".
But after calling them I noticed they put a new limitation on my account and after logging in there no longer is a message that I can withdraw money from my limited paypal account (there was that message before yesterday evening when I logged in to my limited paypal account)!
So now I have to wait full 180 days because they can change the limitation whenever they want? I really had no choice than to call them!

I already provided copy of ID, but now limitation appeal was denied. No, all ⊗⊗⊗⊗ information!
