For a good stealth account, you need a phone number that has not been used and abused and it needs to be on a known network, like Verizon or AT&T. Thankfully, most of the smaller cellular carriers like Tracfone use the national networks, so they are fine.
Google Voice is also known to produce accounts with limits of 5/500 consistently. I would stay away from them, except as a secondary number and then, only on PayPal.
Sorry, but there really are no free or $1 solutions that I am aware of.
