I would say keep more hope that eb and pp will resolve the case in your cousin favour rather than hoping seller refunds the money quickly

Yes, it depends on transaction site.
They may ask for proof of police report or proof of action fraud report.

As they already filed action fraud report, nothing else is required except following ebay instructions.

I would have thought the actionfraud report would be enough for ebay or paypal to cough up the funds from their own pocket.

haha so now the seller is getting angry and saying my cousin should not have involved actionfraud because it isn't fraud, so I think he is getting worried. He has actually issued a return label, which is surprising, so maybe he is going to admit defeat before Ebay get involved
