Last month, I made a few paypal and ebay accounts.
I have made a handful before with no problems.
However, the paypals I made last month are getting limited after first payment of only 99p. Also, some get limited after a few weeks even if no payment has been received! All ebay accounts are fine.
Its doing my head in trying to work out what is going wrong.
Everything is new - ip, windows user etc.
I add a 3v vcc voucher to the paypal, confirm it and also confirm my mobile number.
I only use the paypals with ebay, all matching info.
The ebay accounts are all fine, just paypal that gets limited.
Any ideas why they keep getting limited?

What IP address are you using? Is it a VPN or just a dongle/home broadband ect
Are you bank verifying these accounts or just adding the VCC? Bank verifying makes an account a lot stronger than just the VCC
What browser are you using?

My IP address is dynamic on o2 payg dongles.
I do not bank verify them in the beginning because if they get limited before I sell anything, its a waste of bank accounts.
I been doing it like this for many months/years with no problems and suddenly its failing.
Browser is portable firefox.

Have you disabled the flash cookies in portable firefox?
They get shared between all the portable browsers

I do not have flash installed and the firefox protable browser asks if I want to install flash and I say no.
Also, on the browser settings page, under privacy, I check the box 'tell sites that I do not want to be tracked' and the history is remembered.
What I will try is to do the settings before I load up the paypal page when I first open a new account.

Try going to HERE to see what that tells you
These sorts of cookies are not in the browser settings and cannot be diabled through the browser settings.

How long do you wait to list an item? Do you browse ebay etc.. before listing items?
Is it only getting limited requesting documents?

@ james - as I do not have flash installed, it says 'this content requires flash' - so I think I should be fine with that one
@ Bunneh - I list immediately. Ebay is fine but paypal get limited.
I have been listing immediately for a few years with no problems.
I do not do any browsing, but as my ebay is not limited at all, I feel it should be ok and also I had hundreds of accounts where I list straight away with no problems.
Paypal says they need more information, but when I log in, there is no options in the resolution page for me to resolve anything!
Also, most of the paypals that get limited do not send me the email says I am limited. I only find out when an ebay buyer messages me saying they can not pay or when I log into the paypal.
One last thing, I made hundreds of accounts over the last few years with no problems and now I have this problem.
In may that just went I made 40 and in june I made 40, all the paypals got limited but ebay ok. The paypals get limited after about 2 weeks regardless of weather a sale has gone through or not.

I have the same issue here, in the last month only 2 accounts out of 10+ survived.
I suspect the problem is address/vcc. I think now they got access to some new database.

Then there should be "This limitation cannot be appealed" line in the bottom of the limitation message, right?

May be worth giving PayPal a ring to see if they can shed any light on this
No harm if the account is already dead

| As a fellow UK stealther I am actually in awe over the volume of accounts you have.
I understand you dont bank verify until you make a sale, but presuming all the accounts sales were to go through without a hitch, my question is;
Even using savers, from multiple banks, opening and closing a 'safe number' as you operate, how on earth is it possible to open in the UK 40 accounts a month, for consecutive months?

I guess they close them because you don't add bank for verification. I suggest you use Entropay for account verification, and then send them "creative" proof of address.

Entropay sucks without the creative proof of address
I spent too much time and money on Entropay and I value the amount of damage in thousands of dollars, I wish I never tried it. I would advice anyone without 50%+ proof of address to stay away from it.

I prefer other credit cards and i'm not adding a bank before I receive near 500$ because I had cases when my Paypal got suspended for no reason even after 3 sales and 2-3 weeks of activity and the doc's failed so my funds got stuck+wasted bank+wasted time so now I prefer to add banks as late as possible.
I'm talking only about AU and Israeli Paypals, I don't have experience with other countries yet.

For me, the best tactics are:
1) open a PP account
2) add Entro, verify
3) sell something
4) PP will ask for a proof of address - send proof of address.
5) Wait. if Proof of Address is accepted - wait 21 day, withdraw money. If not - refund and forget about this account
6) PP may ask for additional docs - send them, then as in step 5
7) if everything is smooth - profit!
For UK accounts, bank should be added only if PP is happy with all documents. For countries that do not require bank accounts - account creation is really easy, thanks to Entro |

Entropay does not verify a UK PayPal account...
Bank accounts do this and only bank accounts in the UK

What is your location OP and are you opening UK accounts?

Sending documents into paypal BEFORE adding a bank account seems a thoroughly unnatural process to me.
You always seem to contradict yourself and offer strange advice. One minute you state "I guess they close them (pp accounts) because you don't add bank for verification." , yet a few posts latter you say not to add them (bank accounts) until after sending in docs. hmmmm.... :/

muzzie that's a nice strategy if you have a good designer. how many accs fail the verification? how much you pay per verification? (i'm not talking about banks/vcc...)
