will buyer get refund for off ebay payment?

suppose buyer pays seller for a merchandise off ebay. seller empties paypal account, closes bank account, and runs. buyer disputes with paypal and seller doesnt respond. after 10 days the dispute is decided in the buyers favor. would the buyer get a refund, or would paypal say sorry, there is no money to recover ?

Usually the buyer will receive a refund.
The money given to the buyer is covered by Paypal.
The seller's account will go into the red with a negative balance.
After a while the seller's account will go into collections.
A collection agency will attempt to find the seller and recover the money for Paypal.

At least that is what I understand.....

if the transaction was OFF ebay? are you sure?

Is this an ebay transaction that was done OFF ebay (for a better deal) or from a website
that had paypal as a payment method?

If the merchandise is off ebay and there is no money in the sellers account, and paypal can not authorize a charge against the sellers CC or bank account, then the buyer is out of luck. The buyer would have to go their they CC company and do a chargeback, if the transaction was funded by credit card.
If it was purchase through ebay, paypal would make you go through Ebay's buyer protection policy and still you might not get your money.

it is off ebay, buyer used "send money" tab on paypal to send money directly to seller
