I'm getting that error, on few accounts on UK and US citizens, when I'm tried to add even not popular brand, but I have prevelegies to sell pesticide, how does it come? Also I checked asin at Kyrgizstan citizen and its worked! How to fix that sh*t at my other accounts? Maybe anybody know. I hear that if you will change VCC to card issued by AmEx that error may disapear. anybody tried?

Sometimes you need to be approved to sell in certain categories - sounds like this maybe happening here

I am getting this also with multiple stealth accounts. Older and new. It seems amazon is severely limiting listing capabilities on certain accounts. And sure seems like even a good stealth account gets limited. It's definitely gotten worse.

It started happening about 6 months ago

It has to do with how you are registering your account

You can't fix it on existing shops, but there is a fix for new ones.
