Used Phone

Can I use an old Iphone or Samsung Galaxy phone which was used with a old suspended account for a new Stealth account?

I will do a full factory restore. I am planning on purchasing a prepaid phone plan with a new number and adding the SIM card to these devices. I will be using the phone to make calls to Amazon, receive texts form Amazon, and a Hotspot device to connect to the internet.

Although you factory restore, it's still the same Android UID, in which you'll be linked with the suspended account.
I'd suggest you do change also the Android UID and IMEI. There are a lot of android apps you can use (some of them needs root).
