Stealth on dongle outside US

I am thinking of using a dongle to get new IP's for multiple stealth buyer accounts on amazon instead of IPBurger, but is it a problem if the IP's are outside of the US because I am not located there? (European IP's) I also don't know if I should use a US billing address or not, and same for the VCC.. This is regarding the shut downs amazon have been doing lately to buyer accounts for verification etc

Any help would be appreciated. Thanks!
