| No they cannot. An ISP can reassign you any IP within their subnet range. As long as your external IP is different than your previous account - even by 1 digit.
For example...Comcast owns the 68.46.0.0/16 subnet range (among many others).
If you were banned on 68.46.1. 1, but then you released/renewed your IP and were given 68.46.1. 2...it is considered a completely different IP and this alone will not ban you. |
