If I can get my ISP to change my IP address do I still need to go and use a VPN or such to connect?

@ BKUSHNER NO VPN ebay....Use any other mean to connect to ebay/pp but VPN

I guess you are on fixed IP with your provider. Are you sure though? Go to whatsmyip.org, note your IP, then turn your router off and then check again. But yes if your Ip is changed you are fine.

OP are you in the US? So many better options...dongle, cellphone tethering are examples
