Why do I need a VCC?

If I need to open a new checking account for AZ, then I automatically get a Visa debit card with that account.
Why then do I need a VCC?
Can I not just use the card I get with the account for verification?

We usually advise to avoid the bank issued debit card as it fails the AVS needed to work.

Use a VCC, for Amazon look at 3V (bought from a PayPoint outlet) works well
