disbursements cancelled

I recently updated credit card on my UK ama account

bank NATIONAL BANK OF ARIZONA, business .

I requested withdrawals from all 5 EU marketplaces. It went to 0 as usual , but then was returned back to account. No notifications, no emails, nothing. Now I am unable to request again in 24hours.

Can it be bank card's fault ?
Anyone experienced this. Account like 6months old (no disbursements before)
