Each time the same message

It means your account creation is flawed. You'll have to try again or purchase an account in the market place

What is the solution ? I want to create a German account. But all attempts are unsuccessful.

Are you using VPS to create it? That can be the problem.

It could be the VPN provider.

I would suggest a new computer or a fresh restore of the whole computer which seems to work for me.

I use the same computer every time. But I have Deep Freez on my computer + I changed the version of the system change to another + ip was purchased program.

A simple note: a friend in another country set up an account the same way (keeping ip unchanged) and was the same result

That is your problem. Either use virtual machines, with various OS, or use a new laptop never used on Amazon. Should solve your problem as long as all other methods of creation are good. Good luck

you dont need a new computer each time you create an amazon account. thats crazy!

Why not pick up a cheap laptop online and create it yourself mate
