Amazon UK: URT

A new account and Amazon UK asked me to send the file about UTR.

1. Can I make it up? And can Amazon check it real or false?

2. If can't make it up, how could someone have multi stealth Amazon accounts?

What do you guys mean by "Right Format"? Is it face-value format (like, 2 letters followed by 7 numbers) or more sophisticated algorithms (like, redundancy check to identify random made-up UTR)?
