my old ip address for the account can't be use anymore, can i logged in with different ip address in different state?

Who is the internet provider? Same? Many ISPs use DHCP (Dynamic Host Configuration Protocol) where IP is dynamic.

If only the IP changes it shouldn't be a problem, even if its from a different state.

As long as IP to your knowledge has not been used on Amazon before you should be fine
