When they say Fresh IP, they mean that THEY ( IPBurger or 24Vc) have never leased it to anyone before... Its fresh to them... Not just recycled from one stealth user to the next... And this is based on trust... You have to trust that what they are telling you is true.
It would be impossible to get a IPv4 address that has never faced the public internet before... And it would be even more impossible to prove... Anyone can claim anything they want, but to be able to prove something is a fact is a whole new ballgame...
For Amazon on a VPS, I would think the issue you would need to research would be the open ports for the remote access software. On a personal PC it might not matter, lots of people have teamviewer or VNC running on their PC, but when you combine it with a Data Center IP you could have problems. (this is only a guess)
But there has to be a way to change ports on remote access software, you could make it look like something else. SMB server or somthing. Or maybe I'm wrong, and lots of people use remote access software on servers and it wont trigger anything with Amazon
