Is a virtual compute instance server an acceptable alternative to getting started? Such as Google cloud or aws servers (among the many many companies out there). Please explain and thanks for any replies!

Yes, but if you have the option to create your own virtual machines locally with either virtualbox or vmware, you'll have more control over knowing the configuration/IP was not previously used before
