Can Amazon track the location of my new IP address? If I have a new router and modem and computer can I stay at the same location? Is this enough or should I get the IP burger? Sounds like they're trying to sell something unnecessary.

Yes, Amazon tracks IP and this is one part of the Ghost process.

If you are in the USA, many options for IP exist.

You can pick up a mobile hotspot and no need for a VPN, and you can stay at the same location
