Almost without a doubt. They do occasionally remove duplicate listings too, and they certainly remove listings in the wrong categories...like trying to list software in electronics to avoid some sort of restriction. I don't know that there are any penalties, though.

However, from months of browsing the categories I sell in, it's my conclusion that they are very slow to remove offending listings.

If you've already searched for the product you want to sell on Amazon.com and you're certain the product is not already in our catalog, you may add it to Amazon's catalog by creating a product detail page for it ( some restrictions apply ). Please note that intentionally creating a product detail page for a product already in the Amazon.com catalog will result in termination of your seller account.


Restrictions on the Creation of Product Detail Pages

Amazon currently does not allow the creation of new product detail pages in the following categories: Apparel, Cell Phones and Plans, Gourmet Food, Jewelry, Magazines, Health and Personal Care, Beauty, and Computers. We're working hard to make these categories eligible for detail page creation and anticipate adding them in the coming months. In addition, Amazon prohibits the sale of illegal and offensive products. For more information, please review a complete list of prohibited content.


Then when I click on the link to "prohibited content", it gives me a blank page :) Probably there is a new updated link somewhere. But anyway, it's not my concern right now.

Yeah, mostly, creating new pages is used to circumvent listing restrictions on already otherwise open categories. Check out the huge number of XP Pro listings, for example. Most were made by Pro Merchants.
