Does the buy box alternate between sellers if they are selling at the same price?

Does the buy box alternate between sellers if they are selling at the same price? I just noticed on a product that the buy box would alternate between two sellers who are selling at the same price every hour or so. Is this normal? Is this what Amazon does to keep it fair between sellers or what?
