Payment Revision Needed Gift Card Purchase

Anyone seen this message when trying to buy gift cards off Amazon? I just noticed it for the first time, tried to buy a gift card with legit credit card and got "payment revision needed error." Maybe a fluke or maybe Amazon trying to deter from gift card purchases?
