For individual accounts they do verify ID and proof of address, for these accounts once fully verified they dont normally ask for verification again unless you sell alot on the account then they normally ask to change legal entity

For businesses, Limited Companies or Sole Traders, to provide the information required would require the account creator to commit fraud and the sellers ain't doing that for a few hundred quid.

The individual seller route is a waste of time, as soon as you list new goods or have a regular income they'll suspend you and ask you to convert to business. Good luck with that one.
