Its very very hard to pass verification these days, utr no is quite easy to pass main issue is utility bill etc and ID

Anyone claiming he will its a scam

People registering and getting verified with their real information are having lots of issues

Stealth shops issues will only be multiplied

If you have not registered with your real information yet, most will recommend to wait until after the holiday, try mid January

The way Amazon operate at the moment you'll get asked for most of this long before the 15k mandatory threshold. If you opened the account as a business they'll ask you for docs immediately, if you open it as a private seller then they'll suspend you as soon as they realise you're not and force you to convert the account and supply the docs. This can be triggered even before you've even sold anything, they'll do it based on your active listings.

Spot on! Another example out of my experience: You open up an up to 15k account successfully, then you register yourself for a certain category or brand, that might be a little bit more high risk in Amazon´s eyes, five minutes later:
