Do you actually need to submit W-8 BEN form, if

When amazon suspends you right after you open the account and then asks for utility bills and business license, etc. Do you necessarily need to provide the W-8 BEN form with the utility bill, if you're a foreigner opening account in Amazon USA. I just heard this from a Amazon official.
