Different ip address when using iphone hotspot Tmobile

Hi,
I use T-mobile hotspot from my iphone, but the ip address on iphone and my computer is different. I checked with ipburger, and I also changed a different laptop but it's still the same.
The ip range when checking on iphone is large, but on computer is just some IPs.
Is there anyway to fix this issue ?

Is it okay to use a hotspot with multiple accounts as long as you change the IP address before switching account?

Yes, but if you are using the same hotspot for multiple accounts keep track of the IPs that way you don't reuse the same IP on 2+ accounts

My confusion is that my IP address on the computer is different with the IP I check on my phone. On the computer are just some same IP address, and on the phone is a new and unique IP adress everytime I turn on and off airplane mode.
