Is buying on Ebay/Amazon the same rules as selling on Ebay/Amazon

So Amazon has banned me from buying.

I know I need a new IP address will I need everything else you need if I was to sell on there?

They banned me as I didn't receive an item once and did a chargeback, it was a while ago but going forward I want to remain anonymous
