You can sign up as an individual or as a sole proprietor and only provide your photo ID and bank statement. Or, you can set a new LLC online, get your business docs, get an EIN and sign up as a US LLC, but you WILL need a utility bill for your business, to show proof, and I don't know how you can get that (other than a photoshopped one).

If i register an amazon account from outside the us, do i have to upload any proof of business registration?
I mean do i actually have to open a business in my country to sell a small number of items?
Or does that just kicks in if a number of sales is reached?
As you've been told in the other comments, create your account as an Individual seller, they would ask you then ( in case of requesting additional documents ) for a utility bill ( gas, electricity, water ... etc ), and a business license "if" applicable, but if you don't have it, a bill would be enough.

Individual account you cant sell much and around 3 to 4k sale they will force you to update to sole trader or company
