When I sign up for an Amazon UK account, and select that I want to register as an individual seller, I am still told about monthly fees when it comes to entering my credit card information

From signup page you had option for the individual plan but you passed this step and cant go back you have to open as pro account and once open downgrade the account and ask for fees refund

I'd advise any stealther these days to sign up to an individual account and then convert to pro when verified. Saves trying to get a refund if you're not approved.

That's actually a higher risk process as when you upgrade to individual you potentially re-trigger verification and they can ask for additional information

With Pro besides the $39.99 charge, you can only trigger verification once.
Incorrect, it is not an 'upgrade' ( I assume you meant from individual) it is merely a choice of fee structure. What additional information could they possibly ask for? I have done it many times (I have created well over 30 accounts UK/US over the last 3 years or so) and also when I've taken extended vacations I've downgraded and then re-activated upon return. It has never caused an issue.
It is also well documented on the official amazon forums that it does not influence verification.
The points that may trigger utility bill verification are:
1. upon completing verification on individual or pro
2. upon updating vcc
3. upon upgrading from individual to pro
If you register an individual store and plan to upgrade to pro, you'll go through 2 chances of potentially triggering utility vs 1 chance if you register pro originally.

Beautiful is right... it can and will trigger re-verification.
It's better to just go pro on the get go. PLus there's no reason to go individual anyways if you're a full time seller
