This account was closed because as people have stated you sold too quickly, or you sold a high risk item, i.e. dvd's. Can i ask what you were selling? Sorry don't mean to pry.
Basically i don't think it was linked to a previous blocked account, because you would have got the dreaded message: "It has come to our attention that this account is linked to a previous blocked account"
Try again, and this time take it very slow. Try not to sell for like a month or so, or sell items such as books which are less risk
