I Try to make purchases on Amazon

At first i introduce i am from Ukraine i want make purchases from US Amazon
I registered and i want to make first purchases but my account go to hold , i sent all bank statement and nothing happend my account on hold,than i try to do stelth account i open VPN and used new devices ,new payment card ,and when i make purchase my account go to hold ,please somebody who know how to decided this problem answered me :help:
