Setup:
Vmware
Fresh OS
IP burger residential IP India
Fresh vcc
Fresh address and docs
Amazon UK
What could be the problem?

| It's your IP which is causing issue with Indian country, it can also also vcc and phone no but ip and country for sure |

| With indian IP i have been submitting Indian documents and using a filipino number and revolut vcc.

and the rest of the stuff that you were using like VCC, phone, docs... they are all over the place. |

I don't see how you will circumvent your issue.
Indian national working from home or Indian national working from UK address, presumably shipping from India, is going to trigger video verification.
Okay the phone number isn't ideal but other than that it's a fairly okay set up.
I think video verification is slowly becoming their go-to means of final account check for accounts like yours, its nothing you've done wrong and something you will need to accept.
Finally, VMWare is absolutely fine, I cannot understand why anyone would say otherwise.
Some would say to use a different browser within each machine, I've only ever used firefox with nothing more than a different theme to tweak it's fingerprint. |

| No, my accounts are not burners or throw-away so I create a new OS with the same Win10 ISO. It's only 20 minutes of my time so no biggie for the time I expect the account to operate. |

TBH I dont think it makes any difference as it's not being shared with another OS never mind another amazon account but I do it anyway as part of my routine, the same routine I have of making the account name part of my OS wallpaper.
Not had video verification yet having created 22 accounts over the last decade all with genuine UK details and good quality genuine docs. But only 3 of those have been created since video verification was introduced. |

As I said earlier, however you try and package your account application then expect video verification and plan accordingly.
Otherwise you're going to have to sit with a big pile of V.P.N.s, phone numbers and ID's and wade through every possible account creation permutation until one finally works. |
