Maybe I'm failing to understand why you have different addresses...what address are you referring to if not the one recorded on Amazon. Based upon my own business with them, I only have one address on my main account (UK) which is shared with all my 'sell globally' sub accounts. If I was taking out any insurance it would be with this business address. Okay, they have my personal details for verification purposes but this has nothing to do with my business and is never used in any business capacity i.e where my returns go, what info is displayed to the buyer, where any paperwork would be sent etc etc.
I'm going to have to take your word for it but liability insurance for EU registered sellers is fairly common, I can't believe that it's completely unavailable for those who ship to the US - we live in a global marketplace nowadays, your situation is far from unique.
To answer your initial question then if they said you have 30 days to sort it then I would expect some kind of sanctions after this period has expired. Fire your Amazon registered business details off to some brokers and see where it gets you.
