Your issue has been mentioned a few times recently, on previous threads it was agreed that Amazon recognise the delivery address is different every time and you are breaking their user agreement with regards to retail arbitrage. They have clearly clamped down on this so even if your buyer accounts are created perfectly you'll never get round their multi-address checks.
Even when it was tolerated you had to move slowly, a lot of purchases on a new buyer account is understandably going to spook them.
