I do have a dynamic IP.

To clarify,

Old cellphone associated with deactivated account using home wifi or mobile network -- tether to provide internet to -- new laptop and new stealth account.

As you've mentioned Hank this shouldnt be a problem even if I do this with multiple accounts all that will have separate laptops for each new account but use the same old cellphone to tether?

What I'm saying is, assuming you monitor your IP's should you eve have multiple accounts, why are you not simply connecting your laptop to your home broadband.

I never tracked IPs from my home address internet while using my original decativated account. This is my first stealth account since being decativated so I thought it would be linked for sure if I connect via my home internet even if it's a new device. Because it is on the same network the deactivated account also accessed at the same physical location. Or is this understanding incorrect.

Look up your IP, I'll wager the geolocation isn't anywhere near your address.

Turn off your router and wait half an hour. Turn it back on and bingo, you've a new IP and you've probably moved location.

As I mentioned above, they cannot see any info about your router so if your laptop is 'clean' then you're good to go.

Would tethering to phone still be safer than home address to ensure no IPs overlap with previous ones that were used to access the deactivated account or is it only device that matters? If not I guess the method would be to track the IPs for each account to make sure they never overlap and just reset the IP when wanting to access a new account. I was just worried geographically or some other way of tracking would get me found out.

Hank has explained the process fine for you - tethering to phone works fine for IP.

So I tried this and it seems to just set the same IP as before - I have a modem and a router. Tried with the router as suggested, waited 30 mins and still the same IP despite being dynamic. I have heard that some will still assign you the same IP even after 24hrs has passed.

I am going to try with the modem tomorrow as that is an all-in-1 that also has WIFI.

Also tried tethering with my phone which mimics the IP address of the phone - if the phone is connected to the mobile network it mimics that IP on the laptop if the phone is connected to the WIFI network it mimics that IP on the laptop. Going to try to turn of mobile data and then turn back on after 30 mins to see if IP changes.

UPDATE:

Switching my phone to airplane mode and then off again changes both the IPv6 and the IPv4 almost instantly. I will track IPs and use usb tethering to operate my stealth accounts.

Going to try opening a new account with this method first before switching my already operating account over to this method just to be safe for the work I've already done.

My modem IPv6 changes with airplane mode but not the IPv4 (I suspect I need to manually reset the modem every time for it to change but haven't tested this). My router does not change at all for IPv6 or IPv4 despite leaving it unplugged for 30+ minutes so it is not a viable option.

Thanks for all your help and input everyone!

Yeah I've ended up getting a new cellphone that will be used as a mobile hotspot for the accounts and I'll track my IPs. I didn't want to use my old cellphone as I've logged into my old seller account with it and haven't tracked any of the IPs previously so there is a chance I could reuse.

Better safe than sorry!

This is not a good advice.

You can't just blanket statement ALL of them.

Sure, MOST are crap but a lot of us use the forum's IP service aka IPBurger.
